Refuge Christian Center was founded January 2, 1977, by Bishop Dennis B. Evans, Jr. and Pastor Dorothy A. Evans. They established the church ministry in the Pasadena and Altadena areas. The initial service was set up in the living room of a friend’s home, and they continued preaching the unindoctrinated Word of God for more than 42 years. Many men, women, and young people have grown and accepted a call to ministry under their leadership, and many who were lost came to seek deliverance through this non-denominational church that is well-known for preaching holiness-living; showing compassion; feeding the homeless; visiting the sick and shut-in; supporting widows and orphans; and ministering to those who are imprisoned preaching only Christ and him crucified! Through Refuge, young people get involved in ministry and move into leadership roles going forth into what God has called them to do.
Refuge Christian Center underwent a radical transition in the year 2019. Minister Dominique Raquel Evans who is now Pastor Dominique Frank, was appointed successor Pastor to her mother, Pastor Dorothy A Evans on April 28, 2019. She is the youngest of ten children in the Evans family, and her mother, Pastor Dorothy A. Evans, was a well-known woman-of God whom many affectionately called Mother Evans.
Refuge Christian Center is now under the Southern California Evangelistic Ecclesiastical Jurisdiction (SCEEJ) of the Church of God in Christ after Bishop Evans followed God’s leading to change course from the non-denominational framework. He met with his board of directors and a decision was made to join the jurisdiction lead by prelate Bishop Christopher E. Milton. God has been building the ministry under the leadership of Pastor Dominique Frank and her husband, Elder Walter Frank, Sr since joining the Jurisdiction, and He has been faithful perfecting all things concerning the ministry that is now under the name Refuge Christian Center Church of God in Christ.
